tail chewing

My new budgie, Bertie, has destroyed his tail feathers by chewing them. He is a young bird & I only got him on 20/09/06. I've had budgies for years but have never seen this behaviour before & it is very worrying, he's doing it as I type & his tail is down to a stump. He's not pulling feathers from anywhere else. Grateful for any advice.

They do this a lot, Eddie has stopped now though.
