Easier cleaning
We all know dirty dishes with caked-on food clean up much faster after they have been soaked. The same principle applies to dirty cages.
If you wet down a dirty cage and let it "soak" for a few minutes, the water softens the dried-on food, droppings, and dirt. The cage will scrub clean with much less muscle.
If you simply begin scrubbing without waiting for the water to soak into the dirt, the first few minutes of scrubbing don't get the cage very clean: you are just exercising your scrubbing arm while the water soaks in to the dirt!
If you have no spare cages and have to scrub the cage with Budgie still inside, use a very clean spray mist bottle to wet down and soak the cage. (spray Budgie while you're at it; it's good for him.)
